SEAM-N: Environmental Administration
Immediate Objective: To establish and strengthen environmental administration structures in the local bodies cooperating with the SEAM-N Project.
A major goal of SEAM-N is to help establish environmental administration structures within the local bodies.
SEAM-N has supported development of environmental administration structure of DDC offices. The environment sections have been established in the DDC offices. A network amongst the district governmental and relevant offices has been created through establishment of Environmental Sub Committees (ESC) at DDC offices for balanced and effective environmental decision making.
Key activities
- To support local bodies to establish environmental administration
- To strengthen the capacity of the DDC offices for enforcement of environmental rules and regulations at local level.
- To strengthen the capacity of the local authorities for sustainable environmental planning, administration and regular monitoring of the overall state of the environment
- To establish Environmental Unit (EU) as an integral part of the local bodies in order to prepare and execute environment action plans, programs and strategies
- To help form Environmental sub-committee (ESC) in local bodies having advisory role in planning, management, as well as monitoring and evaluation of all environment related activities initiated at municipal and VDC level.

SEAM-N: Solid Waste Management and Sanitation
Immediate Objective: To enhance waste minimization at source level with waste segregation, collection and organic wastes management through practices of various composting systems; and, to enhance the sustainability and effectiveness of traditional sanitation solutions focusing on use of bio-fertilizers and bio-gas.
SEAM-N project has continued its initiation to improve the environment situation in the Biratnagar-Dharan Corridor which covers the municipalities of Biratnagar, Itahari and Dharan as well as Katahari, Dadarbairiya, Hattiimuda, Tankisinuwari, Sonapur, Duhabi and Khanar VDCs. This corridor is one of the most polluted areas in Nepal.
Focused on environmental management through construction of toilets in the communities especially targeting at rural communities of municipalities and VDCs, SEAM-N has extended support in the construction of about 50 biogas plants in places like Khanar VDC, Itahari Municipality, Biratnagar sub Metropolitan City and Dhankuta Municipality. Similarly, SEAM-N has supported the construction of 600 household toilets in places like Itahari municipality, Khanar, Sonapur, Duhabi, Tankisinuwari and Hattimuda VDCs.
Key activities
- To develop effective mechanisms for sustainable solid waste management.
- To implement model environment promotion programs, such as school environmental promotion program, eco-village program, environmental awareness raising activities, and model environmental conservation projects at community level.
- To introduce Integrated Solid Waste Management System (ISWM) focused on waste minimization at source level with waste segregation, collection and organic wastes management through practices of various composting systems.
- To enhance the capacity of the local stakeholders through training, awareness raising and exposure visits
- To support municipalities and VDCs by providing them equipment like waste loader/trucks, excavator, three-wheel cycles and trolleys for SWM activities for municipalities and VDCs.
- To support the management of health care waste separately from municipal waste.
- To support in implementation of No Open Defecation plans and construction of toilets as well as biogas plants.
